A system and a method for measuring a blood pressure using a measurement of an unconstrained pulse transit time are provided to improve convenience of blood pressure measurement by recognizing the blood pressure of a user while the user uses a mouse. A system for measuring a blood pressure using a measurement of an unconstrained pulse transit time includes an electric non-contact electrocardiogram measuring unit(100), an unconstrained pulse wave measuring unit(200), and a signal processing unit(300). The electric non-contact electrocardiogram measuring unit(100) measures electrocardiogram of a user based on an electrode and a ground plate which are installed to be close to clothes without a direct contact with a body of the user. The unconstrained pulse wave measuring unit(200) measures a volume pulse wave of the user through measuring a blood current quantity of a peripheral blood vessel with a computer mouse. The signal processing unit(300) calculates the pulse wave transit time based on the volume pulse wave of the unconstrained volume pulse wave measuring unit and the electrocardiogram signal of the electric non-contact electrocardiogram measuring unit. The signal processing unit outputs corresponding blood pressure information based on the calculated pulse wave transient time.
