PROBLEM TO BE SOLVED: To provide a technology capable of selecting a motion vector with higher accuracy. SOLUTION: A vector detection section 12 notifies respective pixels on a frame t in the order of raster and detects a motion vector denoting a moving destination of a noted pixel for each pixel. A vector assignment section 14 obtains by which position on an interpolation frame F the motion vector detected for each pixel on the frame t passes and assigns the motion vector to a pixel in the vicinity of the obtained passing point. An assignment compensation section 17 notifies pixels with no motion vector assigned thereto in the order of inverse raster and assigns the motion vector assigned to peripheral pixels of a concerned pixel with respect to the respective pixels. The technology above can be applied to image processing apparatuses each for up-converting a frame frequency of a received moving picture and outputting the resulting picture.
