PROBLEM TO BE SOLVED: To prevent rupture of a reinforcement in the axial direction in a plastic hinge area even if a repetitive load becoming large deformation is applied by improving deformation performance in an earthquake in a concrete member. SOLUTION: An inside restricting reinforcing bar for restricting concrete inside from the outside of a cross section of the concrete member, is arranged inside the reinforcement in the axial direction in the plastic hinge area of the concrete member arranged in a state of juxtaposing the reinforcement in the axial direction. An outside nonrestricting reinforcing bar of not restricting a bulging to the outside of the reinforcement in the axial direction, is also arranged outside the reinforcement in the axial direction in the plastic hinge area.
