PROBLEM TO BE SOLVED: To properly recognize and notify whether a person is a customer having the will to purchase or not, whether the person is a suspicious person or not, etc. by analyzing a photographic image photographed by a monitor camera. SOLUTION: A shop PC 3 specifies a monitor object person in accordance with features of persons included in a photographic image while analyzing the photographic image obtained by photographing the inside of a shop with a monitor camera 1 and measures a stay period from an entry time of the monitor object person to a present time to discriminate whether the stay period exceeds a stay period set to a monitor table or not and transmits a mail or the like to a mobile terminal device 6 which a person in charge carries, to notify the fact.
