A data transmitting system comprising a radio control apparatus, a plurality of base stations and at least one mobile station, wherein the same user common data is delivered, by use of a code-spread OFDM scheme, from the base stations to the at-least-one mobile station. The radio control apparatus comprises a means that stores the received user common data; and a means that notifies the base stations, which are connected to the radio control apparatus, of a common scramble code that is common to the base stations. Each of the base stations has a means that uses the common scramble code, which has been notified of, to spread the user common data and then wirelessly transmits the spread user common data to the at-least-one mobile station; and a means that notifies the at-least-one mobile station of the established common scramble code.
