A cartridge for use with an electronic control device includes an electrode, a propellant, a first conductor, and a second conductor. The electrode conducts a current through the target to stun the target. The propellant, when activated, propels the electrode toward the target. The first conductor couples the launch device to the propellant to activate the propellant. The second conductor couples the launch device to the electrode for supplying the current. The propellant is not coupled to the second conductor.
