In order to provide a bag-manufacturing and packaging system that can smoothly convey a bag in a conveyance section disposed downstream of the bag-manufacturing and packaging machine, the bag-manufacturing and packaging system (1) of the present invention includes a rotating brush mechanism (20) disposed between a transverse sealing mechanism (17) and a chute conveyor (21). The rotating brush mechanism (20) sandwiches, between two rotating brushes (201a and 201b), a bag (B) dropped from the transverse sealing mechanism (17), and conveys the bag (B) to the chute conveyor (21).
