Provided is a hybrid repair mortar composition to recover strength and neutralization of damaged concrete, to strengthen the outer layer, and to realize the initial strength and the long term strength of the concrete. The hybrid repair mortar composition consists of: 20-32.5 vol% of cement at room temperature and atmospheric pressure; 1.5-4 vol% of Metha Kaolin; 1.5-4 vol% of zeolite; 4-5 vol% of each of CSA(Calcium Sulphoaluminate) and CaO based inflating agents; 0.2-0.3 vol% of Ethylene Vinyl Acetate polymer material; 0.2 vol% of polypropylene fiber; 0.1 vol% of a rust inhibitor; 1.0-1.4 vol% of mortar powder dispersing agent; and 59-65 vol% of silicon dioxide. Each of the elements is mixed at dry state in a mortar mixer for one minute.
