A high coating compatible rust inhibitor which prevents non-efficiency of process due to use of a zinc primer, is applicable to an opened space, and has good coating compatibility is provided. A high coating compatible rust inhibitor for flash rust prevention after surface pre-treatment comprises: a corrosion inhibitor including a non-phosphate based organic compound additive; and ethanol into which the corrosion inhibitor is dissolved, wherein the high coating compatible antirust agent is directly sprayed onto a member for rust prevention such that the high coating compatible antirust agent-coated member can be used. The non-phosphate based organic compound additive is benzotriazole or tolytriazole. The corrosion inhibitor is dissolved into the ethanol in a mass concentration of 1 to 5%.
