A plasma display panel is provided to improve brightness by forming an EL(Electro-Luminescent) emission layer as well as an existing phosphor layer. A rear substrate(130) is disposed opposite to a front substrate(120). A barrier rib(137) is disposed between the front substrate and the rear substrate in order to form discharge cells. A plurality of pairs of sustain discharges(121) are formed on the front substrate. A front dielectric layer(125) is formed to bury the plurality of pairs of sustain discharges. An EL emission layer(127) is formed on the front dielectric layer. The discharge cells are filled with discharge gas. A phosphor layer(140) is formed within each of the discharge cells.
