A pre-heater for a vehicle and a heat fin assembly of the same are provided to couple fin plates together by engagement between a coupling protrusion and a coupling groove thereof, thereby simplifying the coupling work and realizing stable and reliable coupling. A pre-heater for a vehicle includes a heat rod assembly having a positive terminal and a PTC element, a heat fin assembly(2200) disposed in parallel to the heat rod assembly, a negative terminal aligned in parallel to the heat fin assembly, and housings coupled at both ends of the above parts. The heat fin assembly includes a conductive support plate(2230), and a heat fin unit(2250) formed of fin plates(2220) and heat fin elements(2210). Each of the fin plates is formed with a coupling groove and a coupling protrusion(2225b) at a flange part(2225), so that the coupling protrusion of one of the fin plates is inserted into a connection groove of the support plate and coupled in a coupling groove of another fin plate.
