Counterbalances neutralize effects of eastern/western wind impacts acted on a solar panel receptacle rotationally supported on a main shaft. The main shaft is supported on a pair of scissor-like legs anchored on concrete slab. The receptacle is also supported by a hinge at one end, and a pair of telescoping cylinders on the other.
