PROBLEM TO BE SOLVED: To provide a cylinder lock device capable of easily and surely inserting a key into a key hole even in a dark place. SOLUTION: A wire lock 10 of a bicycle has the cylinder lock device 14. The cylinder lock device 14 can unlock the wire lock 10 in a locking state by rotating a rotary cylinder 16 by the key. A light emitting layer 22 is integrally rotatably provided with the rotary cylinder 16 on the outside end surface 16a side of opening the key hole 17 in the rotary cylinder 16. The light emitting layer 22 is composed of a luminous material, and has a hole part allowing insertion of the key into the key hole 17. Thus, the light emitting layer 22 absorbs the light in the daytime or when receiving illumination, and naturally emits the light in the dark place such as night by this absorbed light, and emits the light in the vicinity of the key hole, and the key can be easily and surely inserted into the key hole even in the dark place.
