PROBLEM TO BE SOLVED: To provide a method for early stabilizing heavy metal-containing waste capable of realizing insolubilization of a heavy metal contained in waste early and efficiently by adding the heavy metal scavenger in a soil cover layer when the waste and the soil cover layer are repeatedly disposed for landfill. SOLUTION: The method for early stabilizing heavy metal-containing waste comprises landfilling heavy metal-containing waste G1 until a predetermined height in a disposal site including a waste disposal site is reached and thereafter, a first process for disposing a soil cover layer 1 containing a heavy metal scavenger in a surface layer of the heavy metal-containing waste G1 and a second process for repeating the first process until the planned height of landfill is reached, wherein heavy metal scavengers start to dissolve to infiltrate into the wastes G1, G2, respectively below the soil cover layers 1, 1 by penetrating water into the soil cover layers 1, 1, whereby insolubilizing the respective heavy metals in the wastes G1, G2.
