The device for spirally cutting a tubular resin film (1a) and winding up a long film (1b) comprises a cutting device having a cutting member (2) cutting the tubular resin film (1a), a windup device (4) winding up the cut long film, and a guide roll (3) guiding the cut long film (1b) to the windup device. Furthermore, the cutting and winding device comprises a mechanism for rotating the cutting member (2) and the guide roll (3) in the circumferential direction of the tubular resin fil m.
