<P>PROBLEM TO BE SOLVED: To provide an on-vehicle equipment control device capable of enhancing the convenience of an occupant other than a driver while ensuring safety. <P>SOLUTION: When an own vehicle is during traveling (102 affirms), a driver front view flag indicating the result of determination whether or not driver's face is directed to a front side of the vehicle is taken-in and the result obtained by determining existence of the occupant sitting on a front passenger seat is taken-in (104, 106). When it is not directed to a front side of the vehicle (determination of 108 affirms) and when although the driver's face is directed to the front side of the vehicle, no occupant exists on the front passenger seat (110 affirms), it is transited in the operation access forbidding state that operation of the occupant to a navigation device is not accessed (112). When the driver's face is directed to the front side of the vehicle and the occupant exists on the front passenger seat (110 denies), it is transited in the operation access state that operation of the occupant to the navigation device is accessed (114).
