<P>PROBLEM TO BE SOLVED: To have a user recognize whether power source change is necessary or not due to change in action specification and to prompt the necessary change in the power source. <P>SOLUTION: When an operation to change from an office color C1 to an office color A1 is carried out, that information and combination data are transmitted from the image forming apparatus 1600 to a plan proposal server 131. The plan proposal server 131 refers to the combination data, searches a unit which can be attached in place of a presently attached unit, etc., in order to satisfy the specified specification as much as possible and change proposal data is composed by making specification change and whether the power source change is necessary or not is made into data and returned to the image forming apparatus 1600.
