PROBLEM TO BE SOLVED: To create route information at a low cost, in which one connected route information is created from a plurality of pieces of information, without a professional skill for creating the route information, even if map information whose coordinates expression is different is intermingled, for example, in the case of recognizable map information and non-recognizable information by latitude and longitude information. SOLUTION: When a position of a map is clicked a plurality of times by a mouse, coordinates of the clicked position are stored in point series in a route register section 113, and the point series stand for a route. When addition, change, and deletion of the route information are performed by such graphic user interface (GUI) operation on a route information display section 112, a communication section 16 transmits the route information which is stored in a route information register section 113 to a ground route information storage section 22 via the internet 4.
