PROBLEM TO BE SOLVED: To provide a rubber composition which is large in hysteresis loss, is excellent in breaking characteristics and compression permanent set, and can exhibit good workability, when used. SOLUTION: This highly damping rubber composition comprises at least a rubber component and a polarity-having alicyclic hydrocarbon resin. The polarity-having alicyclic hydrocarbon resin is preferably a resin obtained by introducing polar groups to the ring structures of the alicyclic hydrocarbon resin, and the hydroxyl group value of the polarity-having alicyclic hydrocarbon resin is preferably 2 to 400 (mgKOH/g).
