<P>PROBLEM TO BE SOLVED: To precisely and accurately report the damaged circumstances of a road, and to facilitate emergency countermeasures. <P>SOLUTION: When it is judged that the damage of a road requires emergency countermeasures, road damage circumstance relation information, a photographic picture including the damaged section and damaged position information are transmitted from a portable terminal 1 to a report information providing server 4. When judging that emergency countermeasures are necessary, the report information providing server 4 transmits a mail to urge picture browsing to a supervisor owned server 7. The supervisor owned server 7 makes a picture browsing request to the report information providing server 4. The report information providing server 4 retrieves a map from the damaged position information, and generates an emergency report picture where the photographic picture including the damaged section and the road damage circumstance relation information are arranged on the map, and provides it to the supervisor holding server 7. When judging that the emergency countermeasure instruction is necessary from the emergency report picture, the supervisor transmits a mail to urge picture browsing to terminals 8 and so on owned by persons in charge of repair.
