PROBLEM TO BE SOLVED: To provide a structurally simple window opening-closing operation device quick in operation for opening a pivoted window. SOLUTION: This window opening-closing operation device 100 using a wire 102 has a winding drum 110, a winding drum gear 112, a rocking lever 120, packing 122a and 122b, a drive gear 130, a carrier gear 140 supported with the rocking lever and meshing with the drive gear 130, a handle 150 rotating the drive gear, a one-way clutch 132 for the handle arranged in the drive gear and a one-way clutch 143 for the gear arranged in the carrier gear. The carrier gear 140 moves between a first position meshing with the winding drum gear 112 and a second position unmeshing with the winding drum gear 112.
