PROBLEM TO BE SOLVED: To provide an efficient coding means for additional information to be given to each layer in scalable coding.

SOLUTION: In inter-layer prediction coding, an image signal is divided into layers having different spatial resolutions, and a coding parameter is obtained for each of the divided regions to perform coding processing. In this coding, regions having the same coding parameter are treated as a segment, region division information (segment information) of a j+1th layer signal of a high spatial resolution is predicted from region division information (segment information) of a jth layer signal of a low spatial resolution, and prediction error information expressed using direction information for each unit segment is coded.
