PROBLEM TO BE SOLVED: To provide a video monitoring system and video monitoring method in which camera image data imaged with a monitoring area as a target are received at a monitoring side, and when displaying a camera image on a screen, the camera image can be displayed while including imported character strings describing this camera image. SOLUTION: A video monitoring system 20 comprises camera systems 21A-21N including camera devices 26a-26b for acquiring camera image data a1-an of a monitoring area and encoders 27a-27n for generating encoded image data a11-an1 encoding the camera image data a1-an; a video management server 33 for transmitting impose character string data z5; and a video monitoring terminal 23 including a decoder 31 for combining the imported character string data z5 with the encoded image data a11-an1 to generate synthetic image data b1 and decoding these synthetic image data b1 to generate decoded image data c1 and a display device 32 for receiving the decoded image data c1 and displaying, on a screen, a camera image including an imported character string.
