PROBLEM TO BE SOLVED: To provide a heat dissipation base member capable of realizing light mass, fast heat conduction, and no limitation of a heat transfer area and a heat transfer direction without being limited by a shape and an area, and provide a heat dissipation structure applying it. SOLUTION: The invention relates to a kind of the heat dissipation base member 10 and the heat dissipation structure applying it. The heat dissipation base member 10 comprises one graphite layer 11, and a heat conduction metal layer 12 coated over the surface of the graphite layer. Heat conduction with graphite is anisotropic so that heat can be rapidly released to the outside, by making use of the non-anisotropic heat conductive metal layer 12 covered over the surface of the graphite layer 10.
