PROBLEM TO BE SOLVED: To favorably ensure the function of a torque limiter by forcibly lubricating a torque roller by a centrifugal force. SOLUTION: In this torque limiter A, a plurality of doughnut plate-shaped inner plates, torque plates 76, and outer plates 77 in multiple layers are coaxially disposed on a transmission shaft 50 inserted into an outer case in a cylindrical outer case. A plurality of torque rollers are disposed on the torque plates on the same circumference. The outer peripheral surfaces of the torque rollers are projected to both side faces of the torque plates to abut the inner plates on the outer plates. The inner plates are engaged with the transmission shaft, and the outer plates are engaged with the outer case to generate sliding friction while rolling the torque rollers. An oil hole is formed in the transmission shaft, and a plurality of branch oil supply passages are formed in the oil hole. One end of each of the branch oil supply passages is opened to the peripheral surface of the transmission shaft facing the inner peripheral edge part of the outer plates. A lubricating oil is moved in the torque roller direction of the torque plates disposed in the multiple layer thorough the oil hole and the branch oil supply passages by the centrifugal force generated by the rotation of the transmission shaft.
