PROBLEM TO BE SOLVED: To provide a fixing device that can reduce such trouble that a fixing rotary body has temperature unevenness between its center area and end areas by equipping the fixing rotary body which heats the fixing rotary body with a center heater which heats the center area and an end heater which heats both the end areas, and to provide an image forming apparatus having the fixing device. SOLUTION: The fixing device in which the heating means of heating the fixing belt 13 includes the center heater 16 for heating the center area and the end heater 17 for heating both the end areas and the surface temperature of the fixing belt 13 is controlled by a first temperature detecting member 18 for detecting the temperature of the center area and a second temperature detecting member 19 for detecting the temperature in the end areas suppresses temperature distribution unevenness of the fixing belt 13 by performing temperature control over both the heaters 16 and 17 for the center and end areas only by the first temperature detecting member 18 during a start-up for fixation.
