PROBLEM TO BE SOLVED: To provide an illuminating device that can increase luminous energy of desired color light and to provide a projection type video display device. SOLUTION: Green video light (S-polarized light) obtained by transmitting through a liquid crystal display panel 3G is reflected on a polarizing beam splitter face 50b. Blue video light (S-polarized light or P-polarized light) obtained by transmitting through a liquid crystal display panel 3B is reflected on a dichroic face 50a. A light source 1G' and a light source 1R in a time-sharing illuminating unit 10Y are turned on a time-sharing basis, and video signals for green light and video signals for red light are supplied to the liquid crystal display panel 3R according to the lighting timing. When the green light after modulated is S-polarized light, it can not transmit the optical element 50, so that, for example, aπcell is disposed on an exit side of the liquid crystal display panel 3R to convert the modulated green light into P-polarized light synchronously with the lighting timing of the light source 1G'.
