PROBLEM TO BE SOLVED: To provide an image forming apparatus using an electrophotographic photoreceptor and toner, that show high peeling wear resistance, suppress degradation of an image by toner filming, and achieve high picture quality for a long period of time. SOLUTION: The image forming apparatus is characterized in that the electrophotographic photoreceptor has a layer structure comprising at least a photosensitive layer and a surface layer successively layered on a conductive support, the surface layer formed by curing a radical polymerizable monomer having three or more functional groups and no charge transport structure and a radical polymerizable compound having a monofunctional charge transport structure by a photo-energy irradiating means, with an adhesive layer interposed between the photosensitive layer and the surface layer, and the toner used in the developing device comprises at least a binder resin, a colorant, wax and an external additive, wherein the amount of the wax present near the toner surface (wax amount/(wax amount + resin amount)) is in a range of 0.5 to 10 wt.%.
