PROBLEM TO BE SOLVED: To provide an ice and snow constraint sheet allowing a long-term stable inhibition of ice and snow and an easy use. SOLUTION: The ice and snow constraint inhibitive sheet is a compound structure comprising film and fiber cloth laminate, in which surface layers containing a photo-catalyst are formed on both fiber cloth laminated surface and opposite surface of the film. An initial tensile strength of the structure is 500 N/inch or more, and skin friction coefficients of the film surface at initial as well as after weathering test by JIS B 7753 are 0.6 or less.
