Shears have a housing and a mobile traverse, which are made in the form of plates with cuts. The cuts are displaced relative to each other in the direction of cutting for the value, which is not less than the size of the attachment point of cutter. The cutters with the attachment points are located in the cuts. The housing and traverse are turned to each other by basic surfaces and are elastically pressed. The edges of cutters are located on appropriate basic surfaces of housing and traverse in such a manner that the plane of cutting coincides with basic surfaces of cutters and carrying plates. The shears do not need adjustment after installation of cutters, and they perform gapless cutting in during entire period of operation.
