PROBLEM TO BE SOLVED: To automatically unlock a lock of an opening/closing door of a hopper part or a device body without an operator's hand when IC cards in a hopper part are used up or when a pick-out error of an IC card occurs. SOLUTION: This device comprises a hopper part for storing IC cards, an opening/closing door for opening/closing the hopper part, an electronic lock 3 for locking the opening/closing door, a feed roller for taking out the IC card from the hopper part, an information processing part for performing information processing to the IC card K taken out by the feed roller, first and second detection means 12, 16 for detecting an error in the hopper part, and a control part 24 for controlling to electronically unlocking an electronic lock 3 based on the first and second detection means 12, 16 detecting the error.
