PROBLEM TO BE SOLVED: To provide a heating device which is equipped with a rotary body for application of pressure less liable to draw heat from a heating means because of low thermal conductivity and low heat capacity, having low surface hardness and capable of increasing the width of heating nip, and which can efficiently heat a sheet-like material to be heated, an image forming apparatus equipped with the heating device, and a method for manufacturing the rotary body for application of pressure. SOLUTION: At least two kinds of expanded resin microballoons 24c, 24d different in the average particle diameter are mixed and dispersed in an elastic layer 24b of the rotary body 24 for application of pressure, where the average particle diameter ratio (m2/m1) between resin microballoons 24c, having the largest average particle diameter (m1) and resin microballoons 24d having the second largest average particle diameter (m2), is≤0.5.
