<P>PROBLEM TO BE SOLVED: To provide a voice signal delay device in which a comb filter effect does not arise. <P>SOLUTION: A phase shift unit 12 shifts a phase for each frequency of an input voice signal S0, replacing a delay device which is conventionally used. A mixer 13 mixes the input voice signal S0 with a phase shift output signal S1 of the phase shift device 12.
