<p><P>PROBLEM TO BE SOLVED: To eliminate the phase difference between paths by extracting the phase difference, and adjusting time by a cross connection apparatus. <P>SOLUTION: A lower-order cross connection section 20 is provided with a low-speed channel 201, a memory 202, a means 203 for writing the frame data of an inputted low-speed signal on the memory 202 in a predetermined order, and a means 204 for reading the written frame data of the low-speed signal from the memory 202 in the predetermined order and outputting the data from the low-speed channel 201.
