PROBLEM TO BE SOLVED: To provide a base isolation manhole capable of being prevented from easily lifting by a liquefaction phenomenon occurring in the case of an earthquake. SOLUTION: A coating member 3 equipped with capillaceous bodies 2, etc. over the whole of the circumferential side of a block 1 for the manhole is exteriorly fixed. The coating member 3 is fixed with an adhesive. In the case that liquefaction occurs in the surrounding ground by an earthquake or the like, each capillaceous body 2 is a thread-like or string-like member and has dimensions and shapes capable of entering sands 4, etc. in the ground. The member has freely bendable flexibility at any region, its length is about 1 to 8 mm. The capillaceous bodies 2 are arranged on the whole surface of the coating member 3 uniformly and densely.
