<P>PROBLEM TO BE SOLVED: To provide a compact water quality monitoring device having two functions of an automatic monitor method of fishes using a monitor camera and a method for detecting the mixing with a toxic substance due to the active potential of the fish. <P>SOLUTION: The monitor camera is equipped with an image analyzer for analyzing the action of the fishes in a fish breeding water tank and an active potential sensor is equipped with an electrode for analyzing the action of the fish in the fish breeding water tank and an amplifier. The water quality monitoring device using the fishes is respectively equipped with the fish breeding water tank for the monitor camera and the fish breeding water tank for the active potential sensor.
