PROBLEM TO BE SOLVED: To provide a detector and a method capable of evaluating precisely an initial value of a residual capacity of a secondary battery in an electric vehicle using the secondary battery, even under a condition with a problem wherein the initial value of the residual capacity is not evaluated precisely when an ignition switch is turned on before a release voltage of the secondary battery is stabilized, in case of turning again the switch on after turned off. SOLUTION: When the next switch operation is started before the release voltage of the secondary battery is stabilized after the ignition switch is operated, a lapse time from the operation of the ignition switch before this time till this time is clocked to find a charge condition after the latest switch operation, using a time-serial change of the charge condition after the switch operation, and a relation between the release voltage and the charge condition, which are preliminarily observed.
