<P>PROBLEM TO BE SOLVED: To provide a background image generation method with minimized memory area and processing cost in a mobile body detection method based on differential processing between an input image and a reference image, and a device having a mobile body detecting function using a resulting background image. <P>SOLUTION: The background generation method and device comprise a characteristic vector extraction part calculating a characteristic vector from the input image, and an summing and averaging processing part capable of performing summing and averaging processing to the calculated characteristic vector and generating an image following a brightness change by environmental fluctuation while reducing the effect of noise or a mobile body generated in a short time. Images generated by the summing and averaging processing part are accumulated for a fixed frame number, and subjected to statistic processing by a statistic processing part, whereby the frame number necessary for statistic processing can be suppressed.
