摘要 <P>PROBLEM TO BE SOLVED: To provide a carbon carrier on which a catalyst can be deposited excellently and which has high electronic conductivity and consequently to realize a high-performance electrode catalyst for a fuel cell and the fuel cell. <P>SOLUTION: The electrode catalyst for the fuel cell is characterized in that a catalytic metal is deposited on a mixture of carbon containing at least one of nitrogen, phosphorus, oxygen and sulfur on the surface with a carbon fiber on the surface of which a graphite C plane is exposed or another carbon fiber on the surface of which the edge of the graphite C plane is exposed.
