<P>PROBLEM TO BE SOLVED: To provide an image heating device capable of restraining a situation that resin projecting from recording material adheres to the inside of next different-size recording material to cause an image defect even when the thermal fixing of the different-size recording material is performed, and an electrophotographic image forming apparatus. <P>SOLUTION: The image heating device has: a fixing belt 114 heating a toner image T formed on the recording material P equipped with a transparent resin layer Pb; halogen lamps 117 and 118 heating the fixing belt 114; and a cooling fan 116 cooling the already heated recording material P moving together with the fixing belt 114 before separation.
