PROBLEM TO BE SOLVED: To realize a thermoelectric conversion device capable of suppressing water intrusion into a thermoelectric element, and its manufacturing method. SOLUTION: The thermoelectric conversion device comprises a thermoelectric element substrate 10 composed of thermoelectric elements 12, 13, that become a p-type one and n-type one respectively, and of a plate shaped first holding plate 11 for holding a plurality of the thermoelectric elements 12, 13, the plurality of the thermoelectric elements 12, 13 being arranged on the first holding plate 11 in a predetermined arrangement configuration; and a plurality of electrode members 16 for electrically connecting in series a pair of the thermoelectric elements 12, 13 neighboring the thermoelectric element substrate 10. In the thermoelectric conversion device, the thermoelectric element substrate 10 is formed such that the element height h1 of the thermoelectric elements 12, 13 and the plate thickness t1 of the first holding plate 11 are substantially equal to each other, and there is provided a waterproof film member 14 for forming a waterproof film on the surface of the first holding plate 11.
