PROBLEM TO BE SOLVED: To accurately measure the number of steps by discriminating vibrations of a pendulum to those caused by walk and those not caused by walk, and to accurately measure the total metabolism by clearing discriminating exercise metabolism, living metabolism, resting metabolism and the like. SOLUTION: The pendulum 1 includes movable contacts 1-21 and 1-22 at an upper portion and a lower portion thereof. A fixed contact 4 is provided in a descending position corresponding to the movable contact 1-21 as a lower pendulum sensor S1. A fixed contact 8 is provided in an ascending position corresponding to the movable contact 1-22 as an upper pendulum sensor S2. Upward returning behavior is assigned to the pendulum 1 by a spring 2. When the lower pendulum sensor S1 is ON within a reference time (1000 ms) after ON of the upper pendulum sensor S2, vibration caused by walk is determined, and when the lower pendulum sensor S1 is not ON even after the lapse of the reference time from ON of the upper pendulum sensor S2, vibration not caused by walk is determined.
