Improving method involves arrangement of the flexible sealing part which is placed at the outer peripheral wall of the rotating valve (30). This point is corresponding with the channel for the water inlet and channel to the water outlet of the main body (40) of the water pistol. A cut-off state is achieved when the through flow (31) of the rotating valve is in the ratio to the channel of the water inlet as well as to the channel of the water outlet transferred in the current state condition. In this condition the sealing part and the channel of the water inlet and the channel of the water outlet are brought into an actual mutually corresponding position.
