PROBLEM TO BE SOLVED: To equalize side clearancesδL,δR on both sides between a left and a right flow passage wall surface of a housing 3 and a left and a right side surface of a intake air flow control valve 4. SOLUTION: Two of a first and a second bearing 11, 12 are inserted between the housing 3 and a valve shaft 5 after building the intake air flow control valve 4 inside of the housing 3. After that, axial direction position of the intake air flow control valve 4 is adjusted by making a first and a second abutment part 43, 44 of the first and the second bearing 11, 12 abut on both side surfaces (left and right side surfaces) of the intake air flow control valve 4. Consequently, side clearance (δL) formed between a left flow passage wall surface of the housing 3 and the left side surface of the intake sir flow control valve 4 and side clearance (δR) formed between a right flow passage wall surface of the housing 3 and the right side surface of the intake sir flow control valve 4 are roughly equalized (δL≈δR).
