PROBLEM TO BE SOLVED: To prevent a manhole from being damaged, for example, by being pushed up and floating up, because the liquefaction of the natural ground is caused, for example, by a tremor generated by an earthquake and the like. SOLUTION: In a method and equipment for seismically strengthening the manhole, in order to prevent the manhole from being pushed up and floating up, or causing settlement, deformation and the like, because the liquefaction of the natural ground is caused, for example, by a tremor generated by an earthquakes and the like, a hole into which pressure water flows for ascent is formed at a base of the manhole by utilizing the water permeability of a cobblestone layer under the base of the manhole. When the earthquake and the like make the pressure water concentrated on the natural ground directly below the manhole through at least one ascending guide pipe the lower end which has the hole and the upper end of which is positioned above a groundwater level, the pressure water is filtered, elevated and diffused above the groundwater level so that the manhole can be prevented from being pushed up and floating up, or causing settlement, deformation and the like, due to the liquefaction of the natural ground directly below the manhole.
