PROBLEM TO BE SOLVED: To manufacture a steel plate block including a tie-bar in a factory, to dispose an apparatus buried article easily on the site, to thereby facilitate construction, and to reduce a manufacturing product amount and a connection work amount on the site. SOLUTION: A pair of facing steel plates 11 with studs are connected together with many tie-bars 12 disposed between the plates, to thereby manufacture the steel plate block 13 in the factory. In this case, at least a part of tie-bars 12 are connected detachably by bolt fastening or the like. Tie-bars 12 on necessary spots are mounted on internal space parts of the steel plate block 13, and the apparatus buried article such as a wire conduit 14 is disposed on the site.
