An apparatus for controlling a leakage current is provided to simplify a circuit structure thereof by switching on/off power provided to a load and decreasing the number of windings of a ZCT(Zero Cross Transformer). An apparatus for controlling a leakage current includes a power line(L11), a neutral line(L12), and an outer sheath line(L13). A primary winding of the power line(L11) is connected to a first breaking switch through a ZCT(10). The neutral line(L12) is connected to a second breaking switch through the ZCT(10). One end of the outer sheath line(L13) is connected to a metal sheath case of the neutral line(L12) and an AC line. The other end of the outer sheath line(L13) is connected to the power line(L11) and the neutral line(L12) through a resistor. The outer sheath line(L13) is wound around the ZCT(10). One end of test line(L15) is contacted with an outer sheath line of the metal sheath case, and is connected to a test switch(SW2) through the resistor. The other end of the test switch(SW2) is connected to the power line(L11).
