A rotating force generating apparatus using a magnet is provided to generate rotating force from a pendulum motion caused by magnetic forces. A rotating force generating apparatus comprises a first rotating shaft(10), a gravity shaft(30), and a horizontal shaft(40). The first rotating shaft is arranged in a horizontal direction, and has an outer surface on which a power transmission unit including a gear is arranged. The gravity shaft is coupled to the first rotating shaft through a clutch bearing(20), and has a distal end equipped with a first magnet(32) so that the gravity shaft rotates the first rotating shaft during pendulum motion. The horizontal shaft is equipped with a second magnet(42) and a third magnet(44) having the same polarity as the gravity shaft. The horizontal shaft has a distal end with a weight member(46) so that the horizontal shaft rotates in a vertical direction about a weight center point.
