PROBLEM TO BE SOLVED: To provide a non-photosensitive black layer composition with which yellowing does not occur while using general conductive metal powder, energizing property can be maintained sufficiently, and black pigment of a wide range can be applied, and to provide a plasma display panel of low cost and high quality and a method for manufacturing the plasma display panel. SOLUTION: The non-photosensitive black layer composition contains a black pigment of 10 to 30 wt.%, a conductive powder of 1 to 5 wt.%, an organic binder of 5 to 30 wt.%, a plasticizer 0.1 to 10 wt.% and a glass frit of 30 to 50 wt.%.
