PROBLEM TO BE SOLVED: To solve problems in a present asbestos heat insulating material which causes health hazard in succession worldwide by providing a heat insulating material in place of that material which is healthy and safe, having a functionality equal to that of the conventional material and a heat insulating effect higher than that of the conventional material, manufacturable at low cost with respect to energy, recyclable in a waste increasing society, and simplified in use and construction processes which are highly requested by the present society. SOLUTION: All materials except for asbestos are impregnated and coated with a safe potassium silicate solution of nonorganic liquid manufactured by eliminating a chemically synthesized chemical which may causes health hazard and contact-mixing safe nonorganic materials. Since almost substances are made noncombustible or incombustible, it contributes to societies as various heat-insulated nonflammable or inflammable materials in place of asbestos which are used in not only civil engineering and construction societies but also all industrial fields.
